B seems like the most likely reason but for me this is also a very recent install I've only had the M1 since this past Thursday. I don't know if the real solution was either a) the fact that it was Chrome, b) that it was a completely fresh install so there were no potential cache or cookie related issues to get in the way. I went through immediately and was added to Outlook. Once I was signed into the browser with the gmail account I intended to use, I set Chrome as default and tried adding it again to Outlook. I had been using Safari as well as the new Chromium Edge for the authentication, but when neither of those would work, I decided to download and install regular Chrome and try it there.
I was running into the same issue today and managed to find a fix that worked instantaneously once I tried it.
